Alberto Varela, MD
President and CEO
Alberto M. Varela, MD is a Board Certified Psychiatrist and Psychoanalyst with more than 40 years of clinical and management experience in all aspects of Behavioral Health. He is a graduate of the University of Puerto Rico School of Medicine and made Psychiatric residencies in adult, family, and child psychiatry at both Baylor College of Medicine in Houston and Hahnemann Medical College in Philadelphia. He also received 10 years of training in Psychoanalysis at the Philadelphia Association for Psychoanalysis. He has been a serious student and practitioner of business management throughout his lifetime. He served in the USA Army in Vietnam and Valley Forge Army Hospital and received a Bronze Medal. He has been on the faculties of the University of Pennsylvania, Hahnemann Medical College, Jefferson Medical College and the University of Puerto Rico School of Medicine. Dr. Varela founded INSPIRA with the purpose of serving local and international communities with innovative, world class services focused on early prevention, cost effective rehabilitation, and evidence based treatment. Dr. Varela has a deep interest in ethical leadership and the maximization of the human potential as means to achieve optimal organizational, corporate, and community development. Dr. Varela is a member of numerous professional, scientific, and cultural organizations. He is a frequent consultant and knowledge contributor internationally for public and private organizations as well as the media.
Carlos E. Varela, JD, CHC
Vice-President, Compliance Officer
Carlos E. Varela is a lawyer, currently serving as Vice President of INSPIRA Mental Health Services, Inc, a job he has had since 2014. Whereas a bulk of his time is spent as in-house counsel and compliance oversight for INSPIRA, he is also involved in Marketing oversight as well general business development. He is certified by the Compliance Certification Board as a Certified Health Care Compliance (CHC) professional. He is a graduate of the University of Vermont’s prestigious Environmental Studies program, with a minor in Speech and Debate Communication. After college, Carlos Varela materialized his passion of debate and social issues, when he co-founded the DC Urban Debate League, a nonprofit organization dedicated to teach competitive academic debate to middle and high school teachers and students of the Washington DC Public School system. The organization has impacted thousands of teachers and students and is still providing service to date. Carlos Varela obtained his Juris Doctor from Pontifical Catholic University in Puerto Rico. He also has advanced studies in Alternate Dispute Resolution, Mediation, and Negotiation from Vermont Law School.
Eng. Marlene Pierce, MHP

Marlene Pierce is an Electrical Engineer with over 20 years of experience in important positions in the Healthcare Insurance industry. Marlene graduated Magna Cum Laude from the University of Puerto Rico Engineering School as the Distinguish Student of her Class and the first woman to be President of the Engineering Student Council. Also certified herself with HIAA/AHIP as a Managed Healthcare Professional. Her work experience includes working for Blue Cross and Blue Shield of Florida, La Cruz Azul de Puerto Rico (Blue Cross of PR), Independent Blue Cross of Philadelphia (IBC), MAPFRE Life Insurance Company, and others. She has managed just about all internal operations of a Health Insurance Company and has a background in Strategic Planning, Medicare Advantage, Puerto Rico Medicaid, Reengineering, Product and Benefit Design, Healthcare Informatics, Quality, Compliance, Super Utilizers and other Special Population Management Programs, and Business Growth. Marlene is a member of numerous professional and cultural organizations. Has been a consultant for companies in the areas of Healthcare Informatics, Healthcare Consulting, Provider Groups, Managed Care Services, and Insurance Companies both in Puerto Rico and the US. She is a frequent speaker both in PR and the US at forums of organizations such as the National Governors Association and the American Telemedicine Association and is also a published author.
Dianne Tort, MA
Director of Commercial Operations
Dianne Tort is an Industrial Psychologist. She has an Associate Degree in Communications and a Bachelor's Degree in Social Work from the Interamerican University of Puerto Rico. She obtained a Master's degree in Industrial Organizational Psychology from Carlos Albízu University, San Juan and received a Mental Health First Aid USA Certification from the National Council for Behavioral Health. She worked for 10 years in General Electric and for 14 years she worked in INSPIRA Mental Health Management as Employee Assistance Program (EAP) Manager. She specialized in providing management support services, needs study development, interventions in layoffs, conflicts between leaders and/or peers, change management process, leadership training projects and consulting/coaching for senior management of INSPIRA's clients, insurers and business partners. She currently is the Director of Commercial Operations for INSPIRA. Dianne handles specialized programs in mental health and physical well-being, through insurers, agencies or insurance agents, to provide services to government, private employers, and other businesses in PR, the United States, and the US Virgin Islands. The programs include EAP, B2B contracting with government and private clients as well as Telemedicine programs and initiatives.
Elaisa Rodríguez, MSW
Director of Clinics Operations
Elaisa Rodriguez is a licensed social worker who has been working in behavioral health for over 20 years. Elaisa graduated from the University of Puerto Rico with a BA in Psychology and a Master’s in Social Work. She started her career working in the inpatient psychiatric unit at Dr. Ramon Fernandez Marina Hospital. Elaisa has been with INSPIRA since 1998. She is responsible for the overall Clinics Operations of INSPIRA, these operations include Inpatient, Partial Hospitalization Programs, and Outpatient Clinics. Prior to her current role in INSPIRA, Elaisa held several clinical, leadership, and management positions. Her excellent performance and distinguished service in all the clinical areas in INSPIRA as well as her understanding of the company philosophy, mission, vision, and culture enable her to be the perfect leader for INSPIRA’s Clinic Operations.
Alejandro L Acevedo MD, MsC
Quality and Clinical Protocols Medical Director
Dr Alejandro Acevedo is an adult psychiatrist. He is a graduate of Harvard University, and attended medical school at the University of Puerto Rico. He completed psychiatry residency in the Ponce School of Medicine/ Veterans Affairs program in Puerto Rico. He has also completed a Masters degree in clinical research from NIH. He has worked as a clinical psychiatrist both in Puerto Rico and in Michigan. Aside from his clinical and research duties, he is also joining the Inspira team as Medical Director in the areas of Quality and Clinical Protocols.
Mrs. Ileana Castro
Commercial Clinics and PHP Administrator
Ileana Castro has 27 years of experience working with mental health institutions and psychiatric hospitals. She has a certification in management for human resources and labor laws. In addition, some of her areas of expertise include supervision of personnel and accreditation processes, including JCAHO, ASSMCA, and SARAFS. For the last 16 years Ileana has served as Branch Manager and Administrative Supervisor for INSPIRA’s 5 Commercial Clinics and 6 PHPs. Her current responsibilities include supervising the operations of our ambulatory clinics and partial hospitalization programs. She served as a HIPAA compliance officer with INSPIRA for 7 years. Prior to working for INSPIRA Ileana worked for San Juan Capestrano Hospital at an administrative level for the departments of medical records, infection control, risk management, and quality. Ileana has a great passion for mental health and her main focus is to provide excellent service to our patients and their families.
Medicaid Clinics Administrator
Ashley M. Miranda Sierra is a licensed psychologist. She completed her bachelor’s degree at the Universidad del Este of the Ana G. Méndez University System of Puerto Rico. Her master’s degree is in Psychology with a major in Counseling Psychology, conferred in the Albizu University, at San Juan Puerto Rico. At present she is completing a doctoral degree in Psychology with specialization in Consulting, Research and Teaching at the Albizu University. She started her career working at the inpatient and 24 stabilization psychiatric unit at Dr. Federico Trilla UPR Carolina Hospital. Ashley has been with INSPIRA more than two years starting as, Operational Coordinator of the INSPIRA Carolina Clinic and later assume the position of Manager at the same facility. She has collaborated both in direct care areas and administrative services, where she has been able to put into practice her knowledge for the benefit of the people of Puerto Rico. Her current responsibilities include the supervision and administration of INSPIRA’s eight Medicaid Clinics and their managers. Ashley’s focus is on maintaining quality of services while increasing efficiency and consistency.
Call Center and Telemedicine Manager
Call Center and Telemedicine Manager with more than 12 years of Call Center operations experience and more than 25 years in the customer service industry. She is a graduate of the Interamerican University of Puerto Rico with a bachelor degree in Business Administration and concentrations in Marketing and Management. Her goal is to combine friendliness, passion, and compassion to serve others with customer management tools in order to provide first in class service to our customers. Nayda has been responsible for INSPIRA’s Call Center and Crisis Line as well as Telemedicine efforts. She is passionate about customer service quality and excellence.
Migdalia Fontánez Berríos
Human Resources Director
Studied at the University of Puerto Rico, Río Piedras Campus, obtaining a Bachelor of Arts degree majoring in labor relations. She has more than twenty years of experience in the field of human resource management. Working for thirteen years in the Hospital Mepsi Center in the Human Resources Department, as Administrator of the Epidemiology and Research Office of the Puerto Rico Health Department, as Human Resources Manager in the Puerto Rico Veteran State Home (La Casa del Veterano) and currently as Human Resources Manager in INSPIRA Mental Health Management. She has offered consulting services, as well as serve as an educational resource. Her goals are to help in the fulfillment of the goals of the company and contribute to the growth of our country for the benefit of the population that we serve. She is an active member of SHRM PR Chapter andNational.
Leslie A. Domínguez
Encounters and Eligibility Supervisor
Supervisor of the management and billing process of claims and encounters of the Puerto Rico Medical Government Plan. Leslie has studies in billing, collections and audit of medical claims with more than eight years of experience in the field of mental and behavioral health. She has been responsible for managing strategic projects for the company, such as; the implementation and operation of the electronic medical record and billing systems. She is an active member of the association of billers of Puerto Rico. Leslie has been with INSPIRA since 2011, having an excellence performance in the billing and collections department, focusing in ambulatory, partial and traditional hospitalization claims.
Tomás Peña Correa
Tomás Peña Correa studied at the Interamerican University of PR, Metropolitan Campus. He has a bachelor's degree in administration with a concentration in management information systems. He has more than thirteen years of experience in the field of Information Technology. He currently serves as manager of the INSPIRA information technology department. Part of his goals is to bring INSPIRA Mental Health Management to be always with the highest standards of security in information technology through all our offices and always provide quality service and excellence among all our employees.
Fernando Villarini, MA, MBA
Mr. Villarini, is a licensed psychologist and a quality management specialist. He graduated from the University of Puerto Rico with a bachelor's degree in Psychology. Fernando earned a master’s degree in Psychology with a major in Counseling Psychology, and completed a master’s degree in Business Administration with a major in Quality Management from University of Turabo. He also has professional certifications in Primary Care Psychology, Attention Deficit/Hyperactive Disorder and Substances Use Disorders. He has 15 years of experience in the behavioral health industry, performing excellently as a care provider, as well as administrative and leadership positions. As Quality Director he directs all activities and initiatives that promote a culture of total quality based on continuous improvement throughout the organization.
Yvette Cruz, MD
Clinical Research Director
Dr. Yvette M. Cruz Pagán is a board certified psychiatrist who has been a member of the INSPIRA Clinical Research team since 2007. She graduated from Cornell University with a B.S. in Nutritional Sciences and obtained her medical degree from the University of Puerto Rico School of Medicine. After completing her residency training in Psychiatry at the Hospital of the University of Pennsylvania in 2004, she worked as an Assistant professor at the Hospital of the University of Texas in Galveston.
She moved to PR in 2005 and began working at INSPIRA as a psychiatrist at the Partial Hospitalization Program in Bayamón. The opportunity to join the Research Department came in 2007 and since then she has collaborated as sub-investigator and principal investigator in numerous studies. Along with Milagros Alamo as the study coordinator and nurse, Dr. Carla Méndez and other clinicians, she runs the clinical trials in Avenida Hostos in Hato Rey.
